1.0 QUALIFICATIONS
1.1 Knowledge and ability to lead a variety of worship music styles including past and current hymns, praise, and worship songs, traditional and gospel music styles.

2.1.1 Direct, plan, and lead music for the Gospel service for as many as fifty-two (52) group rehearsals/practices per year. Such rehearsals/practices will be scheduled in coordination with the Chaplain/COR. These sessions will normally last no more than 120 minutes.

2.1.2 Direct music for the choir and congregational singing for fifty-two (52) regular services for the Gospel service. A “regular service” shall be defined as a regularly scheduled religious event, such as weekly Sunday worship services that commences with an invocation/opening prayer and ends with a benediction/closing prayer. Such services normally last approximately 90 minutes.
2.1.3 Direct, plan, and lead music for the Gospel service for no more than ten (10) special services. A “special service” shall be any additional religious celebration that is not a regular service, as defined above. Such “special services” include but are not limited to special religious celebrations at Christmas, Easter, and other Christian holy days, memorial and funeral observances, and Command Religious Program functions. These special services will normally last 90 minutes. The officiating Chaplain/COR will provide the date and time of these special services to the contractor.
2.1.4 Recruit and train a Choir and/or Praise Team consisting of a minimum of four volunteers. Prepare the choir
to provide a weekly Choir Special as part of the weekly regular worship service and additional selections for special services as scheduled. Music Specials may include the entire choir, smaller ensembles, trios, duets, or solos. Periodically recruit additional volunteers for children and youth choirs as needed by the faith community.
2.1.5 Utilize music from Government supplied sources.
2.1.6 Submit necessary paperwork for the procurement of additional music, supplies, instruments or other items required for music program in a timely manner.
2.1.7 Schedule facilities with the Chaplain’s Office (Bldg. 451) in support of music programs; and arrange for audio visual and other equipment as needed.
2.1.8 Maintain liaison with the Chaplain before, during and after all services, and be prepared to direct music for all planned musical selections in a professional and proficient manner as required.
2.1.9 Be present 20 minutes prior to the start of all services, remain in the Chapel for the duration of the service and notify the Chaplain prior to departure once the service has concluded. Both regular and special service commencement times are subject to unforeseen change and advance notice. The Chaplain/COR will be responsible for ensuring the director receives at least 24-hours advance notice before such changes are made.
2.1.10 Perform all work at the Chapel or at suitable locations elsewhere on the camp assigned when such occasions may arise. The Chaplain/COR will be responsible for ensuring the accompanist receives at least 5 days advance notice that his/her service will be required at a location other than the Chapel.
2.1.11 Introduce new songs to the musician prior to introducing the songs to the choir and allow at least 2 practices before any new song is performed during a regular or special service.
2.1.12 Maintain a record of music that has been played and sung by the choir with post-service notes.
2.1.13 Coordinate with the Chaplain’s Office (Bldg. 451) to ensure that a sound/microphone check is completed prior to the beginning of a regular or special service.
2.1.14 Assist the substitute chaplain in the selection of music for all services when the Chaplain is absent.
2.1.15 Understand that musical services for events such as weddings are not considered ‘special services’ under this contract. Should contractor personnel perform services in support of that kind of event, any reimbursement must be negotiated between the interested parties and is not considered under this contract.
2.1.16 Maintain a professional attitude and be appropriately attired for religious services. 2.1.17 Be familiar with the requirements of the individual chapel service aboard military bases.

2.2 Chaplain and/or COR will:
2.2.1 Coordinate musical tempos and instrument volumes with the Contractor, if required for the service.
2.2.2 Coordinate with the Contractor and provide up to fourteen (14) days lead time for musical selections requiring advance preparation by the Contractor.
2.2.3 Provide information regarding routine music requirements and service schedules 5 days prior to the event.
2.2.4 Provide notification of time and location changes at least 24-hours prior to the commencement of the service.
2.2.5 Provide to the Contractor all the necessary musical equipment (i.e. organ, piano, printed music, etc.) required by this contract in good working order and in a timely manner.
2.2.6 Coordinate and conduct all necessary practices, rehearsals and training within the guidelines of this contract. 2.2.7 Review performance of the contractor and submit performance reports to COR or Contracting Officer.

Place(s) of Performance.
The contractor shall perform at the Misawa AB Chapel, Bldg. 358, and at other locations on Misawa AB as prescribed by the Wing Chaplain, NCOIC/Superintendent of Chapel Operations, Deputy Wing Chaplain, Wing Chaplain or appointed designee no later than 14 business days in advance.
Work Schedule.
Hours of Operation. The contractor shall provide services to all regular, special, and necessary rehearsals for the scheduled weekly (Sunday) Protestant Traditional Worship services at the Misawa AB Chapel, or other locations on Misawa AB as prescribed by the Protestant Service Chaplain(s), Superintendent/NCOIC or Wing Chaplain. The contractor should be in place to prepare/setup for the service(s) no later than 15 minutes before the service(s) start. A typical service, excluding preparation and setup time, will last 2 hours. Service and rehearsal dates and times are subject to change.
Normal Hours of Operations. Base normal duty hours are from 0730 –1630, five (5) days per week, Monday through Friday. Support the mission during these hours except recognized U.S. Federal holidays. If a U.S. holiday occurs on Saturday, the preceding Friday will be observed as a U.S. holiday; and if U.S. holiday falls on Sunday, the following Monday will be observed as a U.S. holiday.Accompanist,  plan and lead worship for one Sunday service a week (plus rehearsal), up to 10 special services a year.  Coordinate music with base Chaplain.

1.1.4. Participate in up to (24) rehearsals for aforesaid special services in cooperation with the Protestant Traditional Service Musician and the Contemporary Service Musician, Protestant Worship Service Chaplain(s), other musicians, and/or singers.
1.1.5. Select hymns, songs, and worship music for Traditional, Contemporary and Combined Protestant services. Contractor will submit selections to the Protestant Traditional and Contemporary Service Chaplain(s) or his/her designee for review in line with the local liturgical cycle. Contractor will deliver at the beginning of each 4th annual quarter the next annual years’ worth of music for review by the Protestant Service Chaplain(s). Contractor will review songs for the upcoming quarter with each Service Chaplain(s) at the beginning of the current quarter’s final month, e.g. Contractor will review the second quarter’s song selections with the Service Chaplain(s) the first week of March. Contractor is responsible to be flexible to song request changes on a given week or when working with a change in the preaching rotation for a given Protestant service. Unless otherwise arranged, the Service Chaplain has override of a given song selection and is responsible to approve submitted song selections for annual submissions and reviews selections each quarter. Service Pastor will submit liturgy and song selection changes to the contractor prior to the practice of a given week’s worship service. If a given worship set has been practiced the week of, changes to the song selection will require approval by the Deputy Wing Chaplain or his/her appointed designate.
1.1.6. Recruit a volunteer choir consisting of a minimum of (4) volunteers and assemble them 30 minutes prior to the announced time of the service for a 10 minute warm-up session that will end no later than five (5) minutes prior to the start time of the service. Contractor will remain in the sanctuary during the worship service. If a minimum of (4) volunteers cannot be found, the Contractor has (1) month to ensure (4) volunteers are recruited to participate in the choir.
1.1.7. Contractor is responsible to ensure proper setup and tear down of all necessary items for rehearsals and worship services. Contractor is responsible to ensure the sanctuary space is returned to a neutral position at the end of the last protestant service of the day (either traditional, contemporary or combined).
1.1.8. Ensure the areas used will be properly secured upon completion of rehearsals and worship services and returned to their religiously neutral positions as determined by the NCOIC/Superintendent of the Chapel.

2. SCOPE OF RESPONSIBILITIES: The primary form of worship is a blend of Contemporary Gospel style praise which is an essential element of this Protestant worship experience. The Contemporary Gospel Music Director provides the necessary musical support for the Contemporary Gospel Service at Luke AFB. Number of units performed may not exceed 133 annual units. Period of performance is Period of performance is 1 October 2019 – 30 September 2020 (Renewable through 30 September 2022)
2.1 The Contractor will provide musical direction and leadership for the Protestant Contemporary Gospel Worship Service (CWGS) at Luke AFB Chapel.
2.2 The Contractor consults and coordinates with the CWGS Chaplain, who in turn monitors the Contractor’s work.
3. EDUCATION AND EXPERIENCE QUALIFICATIONS:
3.1. The ability to read music and possess demonstrated accompaniment ability with piano,
organ/keyboard, or guitar.
3.2. Must have Contemporary & Gospel choir experience and be familiar with the flow of Contemporary & Gospel worship styles.
3.3. A letter of recommendation from an ordained clergy person is required as part of the application package. We also require two additional letters of recommendation attesting to the applicant’s Christian character.
3.4. Contractor shall have at least five years’ experience playing the piano, organ/keyboard or guitar. He or she must possess sound accompaniment skills, competent sight-reading ability, play by ear, and be able to play music from various traditions such as traditional, contemporary, praise and worship. These competencies shall be affirmed in the applicant’s resume.
3.5. Contractor shall have at least two years’ experience in directing and playing for church choirs in traditional hymns, gospel, and current contemporary Christian music. Individual must be versatile and capable of performing in front of groups of any size. These competencies shall be affirmed in the applicant’s resume.

3.6. Contractor shall be able to direct and/or play for worship services and special religious ceremonies and funerals as scheduled by the Senior Faith Group Chaplains of all denominations. These competencies shall be affirmed in the applicant’s resume.
4. GENERAL RESPONSIBILITIES: Contractor shall perform for all regularly scheduled worship services, choir rehearsals and additional services as requested by the Contract Officer or CWGS Chaplain, including, but not limited to, special chapel functions and special worship services. Other responsibilities include:
4.1. Work closely with other choir directors and musicians and pastoral team to continually upgrade the music library and repertoires used in the service.
4.2. Follow 56 FW Chapel policies for use and care of buildings and equipment; any building keys must be safeguarded.
4.3. The Contractor is to coordinate all support requirements with the Contract Officer, CWGS Chaplain, or a designated representative.
4.4. The Contractor is accountable for security and cleanliness of all facilities utilized in conjunction with their programs.
5. SPECIFIC RESPONSIBILITIES:
5.1. Contractor shall demonstrate integrity through a moral, upright lifestyle consistent with
Christian church teachings.
5.2. Must play instrument of choice regularly on Sundays; and if absent, will find a replacement. All foreseen absences are to be coordinated in advance with the CWGS Chaplain.
5.3. All subcontractors must meet the same qualifications as the contractor and be approved as suitable by the Contract Officer.
5.4. Contractor shall be responsible for all coordination, organization, preparation, and performance of choir and congregational music selections as required to support the Contemporary Gospel Worship Service.
5.5. Contractor shall be required to be present at least 20 minutes prior to the start of each service or event.
5.6. Contractor shall assist the CWGS Chaplain in coordinating music by special groups and choirs who are invited as guests at Chapel-sponsored events and services.

Scope of Work:  The contractors shall serve as the primary musician for the Protestant Contemporary Worship Service. The contractor shall provide piano, or keyboardaccompaniment during the worship services, the worship music requirements and expectation of the chaplain assigned to lead the worship service.

Location:  Primary facilities, but not limited to for unforeseen reasons or special services, will be the East Chapel Bldg 4314 and the Friendship Chapel Bldg 345.

Workmanship:  All work shall be accomplished within the guidelines of the assigned Contemporary Service Chaplain, Air Force Instructions, and the Wing Chaplain’s Policy Statements.

Coordinate all music support requirements for the Contemporary programs with the assigned contemporary chaplain or designated representative. The contemporary chaplain or designated representative (contemporary service music director) will provide the musician with the necessary information relative for the various chapel services and activities.

Coordinate with the assigned Contemporary Service Chaplain for special services (including but not limited to Unity or Combined Services).  Contractor shall be given a 30-day notice before performing for special services. (exception: unplanned emergencies such as a memorial or funeral services)

Coordinate with the respective music director, when available, when they are required to perform for a schedule activity.

Be in place with appropriate instrument(s) and ready to begin on time with appropriate praise and worship music for the worship service in coordination with lead vocals and/or lead guitar, or other specified volunteer worship leader.

Setup and take down all necessary items for rehearsals and worship services. Ensure the areas used will be properly secured upon completion of rehearsals and worship services.(This includes being responsible for enforcing the proper care and storage of contract related chapel music equipment and supplies.)

Properly mark and utilize all music that is copyright protected with the Chapel’s Christian Copyright License International (CCLI) number to be located on all sides of documents, presentations or media.

Competency of Contracted Personnel:  The contractor must be able to speak, read and write English fluently.  A test of English for International Communication (TOEIC) score of at least 860 or equivalent certificate is required for non-native English speakers.  Possess a Bachelor of Arts in music or 2 years of experience and 1 year of playing in religious worship services. Proficiently play the keyboard. Demonstrate both competence and capability to perform required services for which they are engaged and the ability to skillfully sight read and play music with little or no advanced preparation.  Contractor must be able to provide contemporary worship music, all of which will be tailored to meet the worship needs of the service wherein assigned. Contractor must possess a working knowledge of the church calendar to be able to anticipate musical needs for presentations during the special seasons of the year. Be willing to work in an interfaith environment. In accordance with DODI 1402.5, a Criminal History Background Check and/or Local Files Check must be accomplished for all individuals working with children.  Consent to the background check is mandatory.  Failure to consent to the background check will be grounds for immediate cancellation of the contract at no further cost to the Government.  In the event that a criminal history is found, the contract will be terminated at no further cost to the Government. The contractor must furnish a resume including academic and work related references. The contractor shall be fully qualified to perform the required services without any supervision or direction by Government personnel.

2.3 The contractor shall lead corporate worship during regular service times and other special services for active duty personnel and all other authorized as defined in OPNAVINST 1730.1D (Religious Ministries in the Navy). Worship services last approximately one hour.
2.4 The contractor shall provide for prelude, offertory, special music, and postlude musical selections. The contractor shall oversee the sound, light, and media dynamics of the worship services.

2.5 The contractor shall oversee stage setup for the regular services, special services and rehearsals to reduce distractions and enhance the overall worship experience.
2.6 The contractor shall plan, organize, and conduct music for seasonal programs (Christmas, Easter, etc.) and for special events such as revivals and congregational social events.
2.7 The contractor shall provide support for special services which may be scheduled during the church calendar year or during civic holidays and will be coordinated by the Officiating Chaplain. The special services include such events as funerals, memorials, and special religious observations. Services for weddings are not authorized.
